SUBSTANTIATION OF THE STRUCTURAL-FUNCTIONAL MODEL OF FORMATION OF READINESS OF FUTURE MASTER’S OF MEDICINE FOR PROFESSIONAL INTERACTION

Anotation. In order to present the integrity of the process of formation of readiness for professional interaction of future Master’s of Medicine, the method of pedagogical modeling was chosen. In the theoretical aspect, modeling is a method of studying phenomena and processes, which is based on the replacement of a particular object of study (original) with another similar to it (model); model is an artificially created object in the form of a scheme, physical structures, symbolic forms or formulas, which, being similar to the studied object (or phenomenon), reflects and reproduces in a simpler form the structure, properties, relationships and relationships between elements of this object; concretized image of abstract generalization of practical experience, schematic representation of a multicomponent didactic system of organization and training of students in medical freelance, which determines the logic and methodology of this process; imaginary or conditional (image, description, scheme, etc.) image of any object, process or phenomenon used as its representative.

THE SACRED “SILENCE” OF VICTORIA POLEVA: ABOUT THE CONTEMPORARY MUSICAL INTERPRETATION OF THE HESYCHAST TRADITION

Anotation. The article examines the orchestral and choral creativity of the modern Ukrainian composer Victoria Poleva. On the material of the cantata “Symeon’s Word” on the text by Symeon the New Theologian for soprano, mixed choir and symphony orchestra (2002) aspects of the influence of the hesychast tradition are studied. The fundamental provisions of hesychasm as a Christian mystical worldview and spiritual practice of asceticism are indicated. The genesis, specific features and key stages in the evolution of hesychasm have been studied. The postulates of Orthodox Christianity are illuminated through the prism of a religious and poetic monument of the hesychast tradition – “Hymns of Divine Love” by Symeon the New Theologian. The conceptual, compositional and structural aspects of the cantata “Symeon’s Word” are studied in the light of the refraction of the hesychast spiritual practice of “smart doing”.

CLASSICAL AND INNOVATIVE TENDENCY IN THE PORTRAIT GENRE IN THE CREATIVITY OF TEACHERS OF THE DEPARTMENT OF DRAWING AT THE BEGINNING OF THE XXI CENTURY

Anotation. The article considers the classic and innovative tendency in the portrait genre at the beginning of the XXI century. on the example of the work of teachers of the Department of Drawing NAOMA. There was analyzed by creative work of teachers, in particular portrait genre, and their contribution to the development of Ukrainian fine arts namely by professors V. Bystryakov, V. Nikitin, associate professor V. Svinaryov, senior teachers T. Goncharenko, A. Gaidar. The research methodology is based on a set of scientific methods, the leading of which are iconological, iconographic, comparative-historical, cultural-historical and historical-biographical, which contributed to a comprehensive study of the portrait genre in the creative work of artists. Based on the research, the author noted the skillful use of the heritage and experience of previous generations, the synthesis and application of the latest ideas and innovative approaches in solving certain creative tasks.

CONCEPTUAL AND STYLISTIC PRINCIPLES OF FORMATION CHINESE PAINTING IN THE CONDITIONS OF THE INFLUENCE WESTERN EUROPEAN CULTURE ON THE TWENTIETH CENTURY

Anotation. The scientific article is devoted to the complex analysis of conceptual and stylistic bases of formation of easel painting of China in the conditions of influence of the Western European culture of the XX century. Emphasis is placed on the fact that in general aspects the development and formation of easel painting in twentieth-century China is an important component of the formation of fine arts in general, because special attention is paid not so much to historical chronology as to the processes and patterns of easel painting. The difficult political and cultural situation in the early twentieth century prompted the masters to look for new ways to develop Chinese art. Among the traditionalists, there were artists who saw a way out of the situation through the synthesis of Eastern and Western cultures, and as a result, such an impulse formed a whole generation of masters who returned to their homeland after studying in Europe.

SPECIFICITY OF ARTISTIC IMAGERY IN ANTON BRUCKNER’S LATE MOTETS: PERFORMING ACCENTS

Anotation. The article examines Anton Bruckner’s late spiritual motets in terms of the composer’s religious worldview. Biographical facts and the history of the creation of church choirs in 1868–1896 are enlightened through the prism of the Christian consciousness of the Austrian polyphonist. As a result of the analytical research the peculiarities of the musical interpretation of the symbolic content of the canonical texts of the motets from the point of view of the unique “mystical experience” of the composer are revealed. The relevance of the modern study of the composer’s spiritual music in the philosophical and theological, psychological and analytical aspects is proved.

INTERNAL THEATRICALITY OF HUGO WOLF’S CYCLE “ITALIENISCHES LIEDERBUCH”: PERFORMANCE AND INTERPRETATION ASPECT

Anotation. The article considers the theatricality in music in the context of the chamber and vocal cycle “Italienisches Liederbuch” by composer Hugo Wolf. Attention is paid to aspects of theatricality in music – spectacle, effectiveness and the beginning of the game. The difference between internal and external theatricality is clarified, in particular, in the chamber and vocal work of H. Wolf. An important aspect is considered the two-layer semantics of internal theatricality, the semantic decoding of “spectacular-theatrical plasticity” (according to T. Kurysheva). Emphasis is placed on the performance specifics of internal theatricality in the cycle “Italienisches Liederbuch”: game action, the game between the real and subjective worlds; dialogue “vocalist – accompanist”, “performer (he) – performer (she)”; individualization, subjectivization; the possibility of infinite deployment of meanings, which reveals the deep semantic layers of “sound” and “soundless” interpreted text.

THE PAVLO VIRSKY UKRAINIAN NATIONAL DANCE COMPANY IN SOVIET PERIODICALS IN 1950S–1980S

Anotation. Studing historiographical sources published in Soviet periodicals during the 1950s–1980s allowed to establish many important facts about the creative activity of The State Dance Ensemble of the UkrSSR. In particular, publication specifies the historical information concerning the early concert activities of the group; the peculiarities of the artists’ rehearsal work under Pavlo Virsky’s supervision and pinpointed by the onlookers (authors of publications) of training process are clarified; the full presentation about the repertoire of the ensemble is conceptualized, in particular, the dancing performances which came out from the concert programmes of the ensemble after the collapse of the USSR – “October Legend”, “Sisters”, “On Cornfield”, “Collective Farm Polka” and others; the unknown facts concerning creative biographies of some dancers in the State Dance Ensemble of the UkrSSR are considered; the evidence about ensemble’s touring routes abroad is found.

UKRAINIAN WEDDING: CATEGORICAL AND CONCEPTUAL APPARATUS IN THE FIELD OF DISCUSSION

Anotation. The aim of the research is to develop an author’s approach to the definition of categories and concepts that reflect modern socio-cultural features of the wedding. The research methodology is to apply comparative, historical and logical methods. This methodological approach allows to reveal and analyze modern approaches in the field. The scientific novelty of the work lies in the dilution of socio-cultural functions and definitions regarding the interpretation of such categories as rite and ritual. In our opinion, the rite has a stable public historical and cultural character, which, first of all, manifests the traditions and customs inherent in a particular society and culture. In our opinion, the ritual has a complex character, which reflects, first of all, the deep formal structures that are characteristic of the performance, including cultic acts, of certain sacred rites. Conclusions. The modern wedding and marriage ritual fully expresses the dynamic nature of the organization and conduct of the wedding, which is undergoing many changes in terms of the influence of many factors and factors – socio-political. socio-economic and socio-cultural nature.

MODERNIZATION OF THE UK PARTY SYSTEM IN THE CONDITIONS OF THE STATE WITHDRAWAL FROM THE EUROPEAN UNION

Anotation. Theoretical and practical aspects of modernization of the British party system in the conditions of the state’s withdrawal from the European Union are studied. Various vectors of influence of the process of leaving the EU on the formation of party election programs are analyzed. The place and role of political parties in the process of Britain’s exit from the EU are shown. It is determined that the constitutions (political programs) and election manifestos (election platforms) of the main British political parties have undergone significant modernization, shifting the positions of both Labor and Conservatives from the left (socialist) and right (nationalist) flanks, respectively closer to the center. Makes it possible to outline the ideology of the Conservatives as center-right and Labor as center-left. It is emphasized that the British party system is undergoing significant modernization in accordance with the challenges of the agenda and public attitude to developing ways to address relevant political, socio-economic, cultural and spiritual issues, not least with the active participation of media and social networks.

TRANSFORMATION OF THE LINGUISTIC IDENTITY OF THE POPULATION OF THE UKRAINIAN SSR IN THE PERIOD OF “STAGNATION”

Anotation. The influence of the Soviet policy of Russification on the change of the linguistic identity of the population is considered. The regional features of these processes are highlighted. In this respect, the population of the South-Eastern region and Crimea has suffered the most from Russification. On the other hand, in some western regions of the Ukrainian SSR, opposite processes were observed, which led to an increase in the share of the Ukrainian-speaking population and a decrease in the Russian-speaking population. This is due to the preservation of the West’s population of traditional national values. The data of population censuses during 1959–1989 were analyzed in detail. It was established that the growth of absolute and relative indicators of Russian-speakers in the Ukrainian SSR increased during the period of “stagnation”. This was a natural consequence of the Russification of all spheres of socio-political life, including education. It was found that the internationalization of society involved the elimination of linguistic, national and cultural features of the population of the USSR, in order to turn it into part of the community “Soviet people”. Accordingly, language policy has become a key element in the denationalization of society. The 1989 census showed a significant change in the linguistic identity of the population of the USSR. Previous research has shown that they gained the greatest scale during the period of “stagnation”. The consequences of the policy of Russification of this period are tangible at the present stage of state formation.

UKRAINIAN RADICAL PARTY IN THE 1911 ELECTION CAMPAIGN TO THE REICHSRAT OF THE AUSTRO-HUNGARIAN MONARCHY

Anotation. In 1911, the last elections to the Reichsrat in the history of the Austro-Hungarian monarchy took place for the second time under the new electoral law. The Ukrainian Radical Party (URP) took an active part in these elections, nominating its candidates in eight constituencies in Eastern Galicia. The main forms of pre-election agitation of the radicals were the organization of people’s councils and the publication of the newspaper “Public Voice”. In its political program, the URP relied on the peasantry and the rural intelligentsia. During the 1911 elections, there was a slight decrease in the popularity of the URP, which was caused by intra-party misunderstandings and financial difficulties. According to the election results, the URP with an electoral core of 8.5% of the region's voters was the second most influential Ukrainian political force in Eastern Galicia after the Ukrainian National Democratic Party (UNDP). The methodological basis of the article was the principles of objectivity, historicism, diversity of the source base. The methods of analysis and synthesis, problem-chronological, biographical, prosopographic methods for studying the life and work of a historical figure, the method of internal critique of sources are used in the work.

ARTISTIC IMPLEMENTATION OF THE PRACTICE OF PHYSICAL SATISFACTION THROUGH THE PRISM OF GASTICS IN MODERN UKRAINIAN PROSE

Anotation. The article analyzes the ways of artistic realization of bodily pleasure through the prism of gastika in modern Ukrainian prose based on the novels of Sofia Andrukhovych “Felix Austria” and Yaroslava Lytvyn “The Year of the Debauchery of Klaus Otto Bach”. In particular, the focus is on determining the content of basic terminology, outlines the genesis, development and conceptual nature of bodily pleasures, researches and analyzes their transformations in the context of postmodern works, identifies ways to construct behavioral tactics of hedonistically oriented character based on conscious and represented by him gastric intentions. The study suggests that food, its preparation, serving and consumption is one of the ways to implement the practice of bodily pleasure, which is based not on the physiological need of the individual to satisfy hunger and get the necessary substances for proper functioning, and hedonistic intentions with questions of self-representation, rational escapism, catalysis of the emotional-sensory sphere and domestication of another’s national mentality.

The article provides a competitive analysis of the activities of the leading advertising agencies of Ukraine on the Internet, namely in social media (Facebook, Instagram, YouTube) using a comprehensive system of evaluation of marketing activities in the line of: online presence platforms, advertising, image. The study includes a comparative evaluation of key performance indicators of advertising agencies on the Internet, analysis of Internet promotion strategy, modeling strategies for effective brand promotion on the Internet. The authors applied a number of tools of monitoring and evaluating the marketing activities of advertising agencies on online presence platforms: web analytics services (Google Analytics, SimilarWeb, PR-CY); social media page analytics services (Popsters, RivalIQ); Google Ads online advertising management services. They have developed recommendations for improving approaches to brand promotion of advertising agencies on the Internet.

PROBLEMS OF ADAPTATION OF CHILDREN AND PARENTS IN SUBSTITUTIONAL FORMS OF PATERNITY

Anotation. The article analyzes the course of the adaptation process in substitute forms of parenthood. Based on the analysis of previous scientific research, the concept of family adaptation is defined, the stages of adolescent adaptation in surrogate forms of parenthood are characterized, emotional barriers of mutual adaptation in a surrogate family are revealed. It is noted that an important aspect of socio-psychological support of surrogate parenting is to acquaint surrogate parents with the presence of adaptation difficulties and possible ways to overcome them. Support of substitute forms of parenthood is revealed through the unity of four functions: diagnosis of the essence of the problem; informing about the essence of the problem and ways to solve it; consulting at the stage of decision-making and development of a plan for solving the problem; primary care at the stage of implementation of the decision plan.

UKRAINE’S ROLE IN RUSSIAN STRATEGIC NARRATIVES

Anotation. The Russian political elite has created a special set of strategic narratives and uses it to advance its vision of the international system, justify aggressive foreign policy and strengthen domestic legitimacy. Having not yet come to terms with the existence of an independent Ukraine, Russia considers its history, culture and population as part of its own identity. The result was hybrid aggression against Ukraine, which began in 2014. The article provides a brief overview of the strategic narratives theory formulated and developed by Alister Miskimmon, Ben O'Loughlin and Laura Roselle, as well as the analysis of Russia's strategic narratives in the context of its Ukrainian policy at three levels: 1) system narratives; 2) identity narratives; 3) policy narratives. Official documents of the Russian Federation and speeches of representatives of the Russian ruling elite are used as empirical materials.

FEATURES OF LEGAL AND REGULATORY FRAMEWORK OF GOVERNMENT-BUSINESS COLLABORATION IN THE CONTEXT OF UKRAINIAN MANAGEMENT EXPERIENCE

Based on the analysis of the legal framework, such as Laws of Ukraine, Codes of Ukraine, Presidential Decrees, Resolutions and Orders of the Cabinet of Ministers of Ukraine, we have identified six interrelated stages. The first stage (1991–2003) were introduced conceptual fundamentals of the state policy; during the second stage (2004–2009) the European principles of state oversight of business entities were introduced; the features of the third stage (2010–2014) were development of government-private business relations; the fourth stage (2015–2019) was characterized by the harmonization of Ukrainian legislation with the legislation of the European Union; the time horizon starting from 2020 and up to now is defined as the fifth stage. The main objective of which is supporting investment projects to establish a favourable framework for the significant investments to Ukraine.

Anotation. The article describes the general characteristics of the set of liabilities arising from unreasonable gains. Research and perspectives on the set of unreasonable gains have been analysed. The components of the set of liabilities arising from unreasonable gains have been considered. The issues concerning the definition of the subject who owns the property right have been highlighted and several major points of view among scientists have been given. It has been concluded that the illegality is objective in nature and is determined taking into account laws in effect. The practical implementation of the institute of obligations arising from unreasonable gains has been considered. The article describes the areas of cooperation of investigators with the State Financial Monitoring Service of Ukraine and the Agency for Search and Management of Assets, the National Bank of Ukraine, the National Commission on Securities and Stock Market to seize and confiscate such assets; detection, tracing and asset management. It is established that the organization of interaction of investigators with other bodies during the investigation of legalization (laundering) of property obtained as a result of tax evasion takes place in procedural and non-procedural forms. The choice of the form of interaction is determined by the nature of the investigative situation, directly depends on the investigator and is implemented on his initiative and under personal procedural control.

Anotation. The article examines the features of the method of committing cybercrime as an element of forensic characteristics and provides a definition of its concept. The article considers the main approaches of scientists to the definition of the method of committing a criminal offense, which, in turn, provided an opportunity to provide a modern definition of the method of committing criminal offenses committed using information technology (cybercrime). The genesis of ways of committing computer crimes and their transformation into criminal offenses committed with the use of information technology (cybercrime) is analyzed. According to the results of the study, the classification of methods of committing criminal offenses committed with the use of information technology (cybercrime) is given. It is noted that criminal offenses of this category are dynamic (constantly changing), which makes it difficult to identify specific ways of committing them.

The article is devoted to the study of further ways to reform the civil service of Ukraine, taking into account the strategic goals set by the National Agency of Ukraine for Civil Service until 2023 and in accordance with European standards of public administration based on comprehensive quality management. Given that one of these principles is “staff development and involvement”, the author emphasizes the need for the civil service of Ukraine to use innovative, modern and progressive methods and tools of personnel management in the civil service, taking into account the existing experience of foreign countries. The paper briefly reveals the content of the most effective tools and methods of personnel management in the civil service, the use of which will improve the efficiency, effectiveness and quality of the civil service as a whole, as well as professionalism and competence of each individual civil servant. The novelty of the approach chosen by the authors is to consider the issue of personnel management in the civil service as an integral part of the quality management system.

Anotation. The article considers the problems of the legal status of subjects of the constitutional right of land ownership at the present stage. Analysis of the scientific views concerning the legal status of subjects of the constitutional right of land ownership is carried out. The significance of precise legal regulation of this property right and the need for strict compliance with constitutional norms in terms of administrative and land reform is emphasized. Compliance with constitutional norms of legislative acts that define the subjects of land ownership and establish their rights and responsibilities is analyzed. It is noted that the subjects of the constitutional right of land ownership are the Ukrainian people, citizens, legal entities, the state, and territorial communities. The essence of the legal status of the specified range of subjects is considered.

GENDER PROVISION V. HUMAN RIGHTS CLAUSE: ADVANTAGES AND DISADVANTAGES OF IMPLEMENTATION TO THE TEXT OF FOREIGN TRADE AGREEMENTS

Anotation. In the provisions of the article, the author compares gender and human rights clauses in the texts of foreign trade agreements (FTAs). The predominant research methods are comparative (identifying the advantages and disadvantages of the above provisions in the context of the impact on the human rights system) and hermeneutic (interpretation of international agreements, mainly to identify the optimal wording of human rights provisions in the FTA). The article outlines the positive and negative consequences of the inclusion of gender provisions and human rights clauses in the FTA, justifies the importance of the human rights impact assessment of the FTA and the need to provide supervisory mechanisms. The primacy of international human rights obligations was concluded. In addition, it was found that the human rights clause, unless it is enshrined together with legal remedies and human rights impact assessment of the FTA, is more effective than gender provision. Positive experience in wording gender provision, as well as specific mechanisms for compliance with the human rights clause in the FTAs are promising areas for further researches.

Anotation. The author analyzes the types of police activity in terms of their administrative and legal characteristics. In particular, the doctrinal definitions of policing were considered, the lack of a legislative definition of this concept was emphasized. The author considers the main features of policing and determines the main purpose of such activities, namely: ensuring law and order and protection of human and civil rights and freedoms. Particular attention is paid to the classification of kinds and the separation of sub kinds of policing. In the article, the author highlights the main problems that arise in policing. In particular, the low level of public confidence in the National Police, which negatively affects the effectiveness of the police activity, as well as offers ways to solve the identified problems.

Anotation. The article is devoted to highlighting some issues of legal regulation of redistribution of financial resources in the implementation of intergovernmental relations. It is emphasized that there is no common understanding in the determination of inter-budgetary relations, the approaches of scientists and legislators to determine their essential features are analyzed. Attention is paid to highlighting the reasons for the existence of a modern model of inter-budgetary relations (the need to achieve balance of budget revenues of different levels; different revenue orientation of the territories; the need for proper performance of tasks of central government and local government, etc.). The criteria for distinguishing different types of inter-budgetary relations are presented and their classification in the horizontal and vertical sections according to the defined criteria is carried out. The forms of subsidizing and withdrawing funds have been differentiated, the main directions of realization of inter-budgetary relations in the application of the mechanism of inter-budgetary transfers have been outlined. Much attention is paid to the principles on which the system of intergovernmental relations in a modern democracy should be built.

Anotation. The article examines the features of legislative consolidation of competencies of local governments to establish local taxes and fees in today’s conditions. It is substantiated that the goal of the legislator is to normatively indicate the permissible limits of influence on local taxation of local governments, and the tasks to be performed to achieve it include: 1) normative consolidation of competence; 2) definition of the scope (volume) of competence. The key features of determining the limits of competence of local councils for the establishment of local taxes and fees are highlighted.

Anotation. This article deals with, analyze the main theoretical approaches to the definition of digital currency as a financial institution. It is established that digital currency is a separate form of traditional money and is a separate form of settlement close to non-cash. The content of international legal regulation at the regional level of circulation of digital currency under EU law is considered. Digital currency is a new form of expression of traditional money. The peculiarity of this form lies in the physical properties of digital currency, in particular digital currency is required in digital form, which is fixed on a tangible medium (server, electronic card).

MODERN APPROACHES AND PRINCIPLES OF ENSURING THE PERSONNEL SAFETY SYSTEM IN THE PUBLIC SPHERE

Anotation. The article considers personnel security, which occupies a prominent place in the structure of economic security. It has been determined that personnel security is a process of preventing potential and real threats (risks) related to public sector personnel (use of labor potential, human capital development, human resources management, improvement of labor relations, etc.). In this case it may be, on the one hand, an unintentional threat from public service personnel (eg., incompetence, negligence, accidental error), and on the other – knowingly actions related to theft, fraud, sabotage, bribery, disclosure trade secrets and other illegal actions of employees. It is proved that the most important element in the process of ensuring security at the state level is the fullness of the management service of employees with the necessary qualifications and a high level of competence. It was stated that if this requirement is not met, a risky situation arises due to erroneous actions in the process of hiring employees, developing a system of motivation and incentives, conducting control measures, as well as dismissal of employees. It is emphasized that personnel security, being an element of economic security, is focused on working with public service personnel.
