POSSIBILITIES OF USING THE ARTIFICIAL INTELLIGENCE (AI) FOR EDUCATION OF STUDENTS IN THE THIRD MILLENNIUM

Anotation. The author investigates scientific views and determination the possibilities of using AI for education of students in the third millennium in the provisions of the scientific article. He conducts a brief analysis of the report of NMC Horizon Report 2018, which is devoted to the educational technologies of the educational association Educause. The author of the article offers own definition of AI in the educational process and describes modern alternative ways of using AI in the education of students and offers ways to introduce innovative programs based on AI in the education of students in the third millennium.

THE UK EXPERIENCE IN THE FIELD OF PROMOTION OF HIGHER EDUCATION

Anotation. The European integration vector of Ukraine requires high-quality reforms, not only at the political or economic level, but also in the field of education. Particularly important is the issue of higher education and its qualitative foreign promotion. It is quite necessary to study and adapt foreign experience in this area to the conditions and realities of the Ukrainian system of higher education. The article mainly focuses on the main features of the promotion of higher education in Great Britain. The period from beginning of British higher education internationalization to its widespread promotion is analyzed. Branding campaigns, programs and initiatives that contributed to the development of UK promotional strategy are examined.

PEDAGOGICAL CONDITIONS FOR THE IMPLEMENTATION OF THE QUESTS DIDACTIC POTENTIAL ON THE DEVELOPMENT OF JUNIOR PUPILS MOTOR SKILLS

Anotation. The article covers the theoretical aspects of the problem of extracurricular game activity as an effective mean of development of motor skills and attainments of junior pupils. Also this article substantiates practical experience during the testing of quest technologies in the conditions of secondary schools. The main pedagogical conditions that provide the effectiveness of extracurricular quest classes for the purpose of development of motor skills and attainments of junior school children, where the motivational-cognitive and organizational-methodical conditions take a special place, are represented. The priority direction of the teacher's work in extracurricular activities is to support the motivation of junior pupils in constant motor lessons during extracurricular time. The pedagogical conditions that provide this fundamental direction are manifested in a variety of ways, forms, and methods of interest among children of junior school age. It has been established that an important circumstance of securing the effective use of extracurricular gaming activity in the form of quests is the creation of a personally oriented gaming environment. A necessary factor in the motivation of junior pupils to volunteer in quests is the lack of direct didactic intervention and the instruction on how to properly perform certain motor actions. The basic directions of creation of the necessary extracurricular activities of pedagogical conditions of the organizational and methodical nature (preliminary study of the area for conducting of the quests, preparation of volunteers-players, and preparation of subject support and attributes for extracurricular gaming classes, tempo of conducting the quest, optimal motor density of the quest class) are established.

GENESIS AND EVOLUTION OF THE INSTITUTION OF NOTARY OATH ON THE TERRITORY OF UKRAINE

Anotation. Notarial activity is a specific legal form of legal activity, within which the notary carries out the application of legal norms through the exercise of jurisdictional powers on indisputable matters. The quality of notarial acts depends on the competence, good faith, and honesty of the notary. The purpose of the article is to conduct a comprehensive scientific analysis of the formation of the institution of notary oath from the initiation of the notary service board to the present time. It gives the opportunity to deeper understand the peculiarities of the developmentof the institution of notary oath and the notariate in general. The author uses general scientific and special research methods. The basis of the study are the following methods: historical and legal, structural and functional, comparative and method ofcomplex analysis. The author states that the institution of notarial oath originates from ancient times,confirmation of which is the norms of the Byzantine "Book of Eparch". In most European countries, the institution of notary oath is a prerequisite of access to the profession of notary and state notary public law governs it. For example, in Ukraine, this issue was first regulated by Article 6 of the Law of Ukraine "On Notariate" of September 2, 1993. Further investigations of the institution of notary oath will include consideration of specific cases of administering oaths by individual notaries at different stages of the development of notarial activities.

GENDER BUDGETING AS A TOOL TO ACHIEVE GENDER EQUALITY IN UKRAINIAN

Anotation. This article covers international gender budgeting practices as a strategy for gender integration. Analyzed good practices provide evidence base for gender budgeting to be a tool for improving people’s living conditions, increasing of economic development and effective use of countries resources. Gender budgeting is considered as one of the approaches that helps effectively manage state finances. Gender budgeting is a component of global good governance. This technology in combination with other initiatives may ensure implementation of Ukraine’s commitments on achieving gender equality goals as well as mainstream gender state policy.

LEGAL ASPECTS OF INTERPRETING THE UKRAINIAN- POLISH CONFRONTATION IN THE YEARS OF THE WORLD WAR II

Anotation. The research seeks to identify legal aspects of interpreting the Volynian events as genocidal acts. The emphasis is laid on the analysis of the specifics of different approaches to the definition of the concept of genocide suggested by UN General Assembly Convention on the Prevention and Punishment of the Crime of Genocide, by prominent Ukrainian, Polish and other foreign experts on the issues of ethnic conflicts, genocide and ethnic cleansing. The author reveals the importance of legal aspects of these crimes against humans, sheds light on the interpretation of the notions of "intent" or "motive" in the context of genocidal acts and argues that in the case study of the Ukrainian-Polish conflict it is extremely difficult to prove the presence of deliberate intent required for recognition of certain acts as genocide. The revealed legal aspects of the concept and peculiarities of its interpretation regarding the Ukrainian-Polish confrontation in the years of the World War II provide grounds to conclude that, after all, genocide is a crime under international customary law, and the prohibition of genocide is the norm of jus cogens, which is known to have the retroactive force in time.

THEORETICAL BASIS OF DEVELOPMENT OF LEADERSHIP OF THE FUTURE MASTERS

Anotation. The article is devoted to theoretical principles of development of constructive leadership of future masters of the humanitarian profile in the process of professional training. The article describes the state of development of the problem of development of constructive leadership of the future masters of the humanitarian profile, as well as the essence of constructive leadership. The following methods were used: the analysis of philosophical, pedagogical and psychological literature in order to study the phenomenon of leadership, as well as system- structural analysis in order to study the content and structure of constructive leadership. Also were used general scientific methods: analysis, synthesis, induction and deduction. The article also outlines the main concepts of leadership: the concepts that justify the advantage of the factor personality traits; concepts in which the decisive factor is the situation; concepts that combine personal factors and situational. As a result of the study, the content of the concept of «constructive leadership» is specified and the definition of «leadership domination» in the discourse of professional training of future masters of the humanitarian profile is proposed.

INNOVATION MODEL OF MODERN VOCATIONAL MUSIC EDUCATION

Anotation. The purpose of this scientific exploration is to implement innovative projects of art schools that necessarily provide highly trained professionals who in the future will increase the intellectual potential of the state. Scientific novelty of the article is to design a new model of Ukrainian professional musical education. The author builds it on the example of the educational process and music-concert activities in a classical university, in this case – Carpathian National University named after V. Stefanik. Conclusions. Today's higher music education is the baggage acquired on the basis of humanization, which involves the transfer of professional skills, development of ideals, a sense of creative imagination, mastery of knowledge and moral meaning and value of knowledge. In our view, an educational system that would synthesize the national idea, its own traditions and the highest spiritual achievements of humanity should be the most effective and principled. This should facilitate the integration of achievements of national and global education process, but must take into account social conditions and the development of talent, including such components as highly professional education and future public involvement of a specialist. Therefore, based on fundamental academic professional education, high school musical projects present a potential for future education of the individual artists, the development of their world perception and life philosophy.

Anotation. The description of the current state of providing scientific and pedagogical training for Candidates taking a Postgraduate course and pursuing Doctor of Philosophy (PhD) Degreein Ukraine has been presented in the research. Some contradictions in the requirements for scientific and pedagogical training in the main legislative and normative documents that determine the training for Candidates taking a Postgraduate course and pursuing PhD Degreehave been revealed. The empirical models of scientific and pedagogical training for Candidates taking a Postgraduate course and pursuing PhD Degreecould be defined, due to the existing state of postgraduate training process in higher education institutions.The proposals on the development of the pedagogical component of programmes of study and research in accordance with the pedagogical training at the previous levels of education of postgraduates have been made. The programme of pedagogical assistant practice for Candidates taking a Postgraduate course and pursuing PhD Degree of the Odessa I.I. Mechnikov National University has been developed. The issue of teacher training for higher education institutions in Ukraine is subject to discussion.

THE FEATURES OF THE DEVELOPMENT OF REGIONAL EDUCATIONAL SERVICES MARKETS IN THE CONDITIONS OF THE EUROPEAN INTEGRATION

Anotation. The essence of the concepts of educational service, educational servicesmarket, regional educational services marketare determined. The essence of the regional educational services market and its importance in the conditions of the European integration are determined. It is proved that in the conditions of the implementation of the Association Agreement between Ukraine and the European Union and the prospects for the entry of the national education sphere into the European educational space, the necessity of its adaptation to European quality standards is urgent. The results of the evaluation of the development of regional educational services markets in Ukraine and the range of average prices for education are highlighted, the index of quality of educational services in the regions of Ukraine in 2017 is calculated. The organizational аnd economic bases of development of regional educational services markets in the conditions of European integration of Ukraine are disclosed. The strategic directions of development of regional educational services markets are substantiated. The regulation mechanism of regional educational services markets has been improved. The development recommendations of regional educational services markets in the conditions of European integration have been improved. Which includes:the development of educational clusters, the formation of marketing strategies by educational institutions, the development and implementation of educational foresight projects in the region.

THE RIGHT TO FREEDOM OF CONVICTIONS AND RELIGION: PHILOSOPHICAL AND LEGAL ASPECTS

Anotation. The article deals with the philosophical and legal bases of the right to freedom of convictions and religion. The legal nature of regulating social relations based on the creation of rights and guarantees to free expression of religious beliefs, satisfaction of religious needs, promotion of the right to free expression of ideological socio-philosophical spiritual views, and protection of the rights of religious organizations is demonstrated. Doctrinal and comparative legal methods are applied. The concept of the right to freedom of convictions and religion in the philosophical and legal aspect is formulated. The right to freedom of convictions and religion in the philosophical and legal sense is a set of legal norms that establish rights and create obligations for subjects of religious movements to ensure their spiritual needs and to satisfy ideological views. It is proved that the development of legal regulation of this institution of public relations requires the unification of the national legislation with major international legal acts, the implementation of these acts.

The right to freedom of convictions and religion in the philosophical and legal sense is a set of legal norms that establish rights and create obligations for subjects of religious movements to ensure their spiritual needs and to satisfy ideological views. It is proved that the development of legal regulation of this institution of public relations requires the unification of the national legislation with major international legal acts, the implementation of these acts.

DEVELOPMENT OF ENTERPRISE IN INNOVATION UNIVERSITY

Anotation. National model of economic development caused the necessity of changes not only in the activities of enterprises, but also to universities. According to this necessity in the formation of new approaches to the activities of the academic centers, granting them autonomy and status of entrepreneurial institutions. In economically developed countries, around 80% of the GDP is produced through research and innovation, through the innovative University becomes the focus of the production and introduction of new ideas, changing the national economic system. The aim is to study the experience of innovation entrepreneurship in universities and the development of recommendations for its implementation in Ukraine. In the course of the research the following methods were used as induction, deduction, analysis, synthesis, scientific abstraction. Specified universities should integrate entrepreneurship courses as an important component of the curriculum, develop the skills required for full use of innovation and knowledge transfer activities in combination with the commerce of new technologies. The strategic vectors defined areas of academic entrepreneurship incubator businesses, local authorities, the education and science communities.

METHODICAL APPROACH OF ORGANIZATIONAL AND LEGAL PROTECTION OF REFORMS IN THE COUNTRY

Anotation. The article deals with the organizational and legal support for reforming the national economy. It has been determined that organizational support is provided by leading scientific institutions, and legislative - a system for managing and coordinating reforms. On this basis, a national model for managing reforms was created, which allowed to identify the subject of the reform process, its task and composition and classify the state-declared reforms in the areas of focus. Such a classification allowed the construction of a business process that provides for the development and implementation of a package of reforms for any field of purpose. It is determined that the main problem in promoting and implementing reforms in Ukraine is their lack of scientific substantiation. It is proved that solving this problem is possible provided that a competitive national system of higher education is created, by integrating into the European Higher Education Area and the European Research Area and carrying out the reform in the scientific sphere. The author's methodical approach of organizational and legal support of reforms in the country is proposed, the use of which will allow to create the basis for implementation of political, social, legal and institutional reforms in the country.

POLISH-UKRAINE DISCUSSION ON EVENTS IN THE FOLK IN THE YEARS OF THE SECOND WORLD WAR: GIFTS AND DIFFICULTIES

Anotation. The interethnic relations between Ukrainians and Poles in the period of the Second World War, known to the general public as "Volyn tragedy", is one of the most problematic pages of the joint Polish-Ukrainian history. In recent years there has been a lot of controversy between Ukraine and the Republic of Poland over the assessment of the causes and development of the inter-ethnic conflict in Volyn in 1943-1944, calculation of the number of victims of the conflict and the issues of interpretating the events of common history. The problem in question has become the subject of political speculations and negatively affects modern interethnic relations. The search for the ways to transform the historical memory of Ukrainians and Poles and to eliminate interethnic contradictions implies the multifaceted, unbiased elucidation of all aspects of the problem and surmounting the negative socio-historical stereotypes that occur in both societies.

PROBLEMS IN VOLUME OF CHILDREN AND ADOLESCENTS MOTOR ACTIVITY AT THE EXTRACURRICULAR TIME

Anotation. One of the reasons for various abnormalities in physical development and children's health is the lack of motor activity, volume of which decreases every year. The article analyzes the research of this problem in the scientific literature. Thus, in modern scientific studies it was emphasized that one of the ways of expanding of schoolchildren motor activity was not only the means and methods that contribute to the psycho-emotional improvement of the motivational desire of adolescents to engage in physical education, as envisaged by the program of a comprehensive educational institution, but also their stimulation and encouragement for active participation in any sporting events during physical education lessons. It is fundamentally important distinguishing fact between the emotional desire of pupils to engage in various types of physical activities and functional capabilities of their body, especially the cardiovascular and respiratory systems. A promising research is the study of motivational aspirations of adolescents with reduced functional capacities for swimming exercises at the extracurricular time.

Anotation. Public associations and movements play an increasingly important role in social and political life. Unlike political parties, they do not claim to be directly involved in the exercise of power and do not fight for power. They are included in political activities to the extent necessary to meet the challenges in the economic, social, cultural, environmental and other fields. The presence of many problems that cannot be solved without power, encourages citizens to unite, includes them in the orbit of political processes.The aim of the work is to study the degree of influence of various public associations on political processes. One of the main tasks of public organizations and movements is to influence the processes of political decision-making by public authorities and pressure on government structures at different levels. It is indicated that they operate in a specific social and legal atmosphere, which significantly affects their activities. In the process of research, such methods as induction, deduction, analysis, synthesis, scientific abstraction and comparison were used. The completeness of the spectrum of public associations and the conditions of their functioning, which are the defining indicators of democratic society, are determined. Democratic society not only declares, but also really guarantees the rights and fundamental freedoms of citizens. Public associations together with state and party structures are important elements of the social and political structure of society. In democratic countries, they assume a wide range of social functions, becoming an integral structural component of society. The analysis of the role of public associations in political processes makes it necessary to form new approaches to the study of their activities.

USE OF VOCAL TECHNIQUES IN VOCAL CLASS IN THE PROCESS OF PROFESSIONAL TRAINING

The article is devoted to the characterization of various modern vocal techniques in the discourse of the professional training of future pop artists - vocalists, as well as the possibilities of using such vocal techniques in individual classes in the class of pop singing. The following methods were used: the analysis of methodological and pedagogical literature in order to study the differences of vocal techniques, as well as system-structural analysis in order to study the content and structure of vocal techniques. Also were used general scientific methods: analysis, synthesis, induction and deduction. The article defines the methodological content of modern vocal techniques, as well as the possibility of their use in the class of pop singing. As a result of the study, the methodical mechanisms of the use of separate vocal techniques in the process of professional preparation of future pop singers - vocalists are specified, as well as the use of the use of some modern vocal techniques in individual classes in the class of pop singing.

EVALUATION OF THE LEVEL OF FINANCIAL DECENTRALIZATION IN UKRAINE BASED ON THE INDICATORS OF THE LOCAL BUDGET REVENUES FORMATION

Anotation. The article deals with the problem of providing financial resources of local self-government bodies in the context of decentralization in Ukraine. The methodological basis of the study is both general scientific and special methods that include theoretical analysis, systematization of existing approaches to the assessment of financial decentralization and the formation of a system of basic indicators for determining its level, as well as a method of statistical analysis of calculated indicators that was used to study the changes in financial security of self-government bodies in the process of financial decentralization. According to the results of the research, the essence of decentralization has been determined and its main forms are presented. It is argued that financial decentralization is a necessary component of this process,the content of which is the transfer of financial resources and other economic influence leverage from the central to the local level. Conducted theoretical analysis of existing methods of financial decentralization evaluation. For the most reliable estimation of financial decentralization, is substantiated expediency of use and corresponding calculations of decentralization indicators of incomes are made. It is established that the level of financial decentralization in Ukraine remains insufficient and its growth does not have a clearly expressed positive trend, which is a shining factor in the low inefficiency of decentralization reforms in Ukraine. Prospects for further researches have identified a scientific basis for accelerating the processes of decentralization, in particular, to provide local self-government bodies with sufficient financial resources to fulfill their assigned responsibilities for regional development.

CONTENT VARIABILITY OF DOMESTIC NATURAL KNOWLEDGE IN THE LIGHT OF THE BEST WORLD EDUCATIONAL TRADITIONS (IX – XIX centuries)

Anotation. The issue of the article addresses the variability of the content of natural science knowledge, which was accumulated during the IX - XIX centuries, during the progressive development of domestic education. The influence of the origins of the ideology of European humanism on the orientation of socio-cultural determinants, which was reflected in the development of education and the differentiation of the educational process content, is detailed. The subject of the study is the content of the domestic natural sciences in the context of the best world educational traditions of the designated historical period. The purpose of the article is to analyze the varied content of the national natural sciences through the prism of the world educational traditions of the IX - XIX centuries. The research tools for the study were the biographical, chronological and content, incremental, historical and genetic, historical-pedagogical and comparative methods. The analysis of the titled problem was based on the analysis of the best theoretical developments of the epoch under study, which challenged the high ideology of the pedagogical views and beliefs of contemporaneous Enlighteners. The rethinking of the studied problem was based on the consideration of a holistic axiological, humanistic, and personally oriented structure of the study. The author's research attention is paid to reconsidering the progressive development of natural sciences through the prism of personal self-realization, building close interaction between representatives of the domestic intelligentsia and the outside world. The author's view focuses on the natural saturation of informational data for the educational process of this period, taken mainly from ancient sources and historical books widely involved in the educational process. The close correlation between the historical fact of the converting to Christianity and the deepening of the natural sciences content, which was due to the objective need for the territorial expansion of the stated world religion, close interethnic communication, the establishment of trade relations, deepening of diplomatic relations between the states, reformation of education and the cultural sphere in general. On the theoretical level, it has been summarized that the social initiative of the progressive national elite actualized the issue of mass literacy, the practical orientation of the educational process content, the need for the establishment of new educational institutions in the territory of various regional administrative subdivisions of our state. It is noted that such progressiveness of views often suffered considerable harassment on the part of the current political leaders of that time, but did not devalue under the influence of destructive processes. The close connection between the genesis of the national natural sciences and the tendencies of development of the best world educational traditions is highlighted. It is proved that the natural orientation of the national creative works of contemporary thinkers reflected the highly adaptive nature of the educational process organization, which was filled with natural science data. Such a trajectory of the development of educational reality enabled the full development of an individual, his further professional success and commitment to the solution of the national issue that was relevant at that time. The importance of natural sciences for a more profound rethinking of the physical and geographical features of their native land, which was correlated in the period under study with patriotic and aesthetic education, was emphasized.

SETTLEMENT OF DISPUTES ON THE APPLICATION OF SANITARY AND PHYTOSANITARY MEASURES UNDER WTO LAW

Anotation. The article is devoted to the characteristics of the dispute resolution system in the field of application of sanitary and phytosanitary measures within the WTO. An analysis of the doctrinal approaches of scholars to the concept of trade dispute and trade dispute was conducted. It is noted that taking into account the Agreement on Rules and Procedures for Dispute Resolution (DSU) in this study, these concepts are used interchangeably. The content of important functions performed by the WTO dispute settlement system is revealed, in particular, such as: guarantee function, rule-making, interpretation of norms, political, preventive, compensatory, stabilizing. A number of issues that arise during the study of the subject of disputes within the WTO are analyzed: the possibility of challenging the domestic law of a member country or a specific measure applied by it contrary to WTO requirements, appealing against violations of legitimate expectations, etc. The issue of application of WTO law during the consideration of a dispute by the WTO Dispute Settlement Body and the possibility or impossibility of applying public international law was raised. It is established that the main violators of WTO law (defendants) are developed countries. They are often the plaintiffs, however, in more than 20% of cases the plaintiffs are developing countries, which is evidence of the high confidence of these countries in existing procedures.
